49 CFR Part 193

Liquefied Natural Gas Facilities: Federal Safety Standards

Part 193 sets federal safety standards for liquefied natural gas (LNG) facilities. It covers siting, design, construction, equipment, operations, maintenance, personnel qualifications and training, fire protection, and security.

§ 193.2001(a)

This part sets safety standards for LNG facilities used in the transportation of gas by pipeline that is subject to the federal pipeline safety laws (49 U.S.C. 60101 et seq.) and 49 CFR Part 192. If your LNG facility is used in transportation of gas by pipeline covered by those laws and Part 192, Part 193 applies to it.

§ 193.2001(b)(3)

This part does not apply to any matter other than siting pertaining to a marine cargo transfer system and associated facilities, between the marine vessel and the last manifold immediately before a storage tank (or the last valve if there is no manifold).

§ 193.2005(a)

This grandfathers existing LNG facilities: the siting, design, installation, and construction requirements in Part 193 (including material incorporated by reference) do not apply to LNG facilities that already existed or were under construction when those regulations took effect.

§ 193.2005(b)

If an existing LNG facility (or one under construction before March 31, 2000) is replaced, relocated, or significantly altered after March 31, 2000, it must comply with this part's siting, design, installation, and construction requirements, with two exceptions. First, siting requirements apply only to LNG storage tanks that are significantly altered by increasing original storage capacity or relocated. Second, if compliance with design, installation, and construction requirements would make the replaced, relocated, or altered facility incompatible with other facilities or otherwise impractical, the facility may be designed, installed, or constructed according to its original specifications or in another manner approved by the Administrator.
