40 CFR Part 60 Subpart OOOO
Standards of Performance for Crude Oil and Natural Gas Facilities for Which Construction, Modification, or Reconstruction Commenced After August 23, 2011, and on or Before September 18, 2015
Subpart OOOO sets VOC and SO₂ emission standards for onshore crude oil and natural gas facilities that commenced construction, modification, or reconstruction after August 23, 2011, and on or before September 18, 2015. It applies to owners or operators of affected facilities including gas wells, compressors, pneumatic controllers, storage vessels, and equipment at natural gas processing plants. An affected facility must comply with this subpart until it begins complying with a more stringent requirement in an approved state or federal plan implementing subpart OOOOc, or modifies or reconstructs after December 6, 2022 and becomes subject to subpart OOOOb.
§ 60.5360
What is the purpose of this subpart?
This subpart sets emission standards and compliance schedules for controlling volatile organic compounds (VOC) and sulfur dioxide (SO₂) from affected facilities that began construction, modification, or reconstruction after August 23, 2011, and on or before September 18, 2015.
§ 60.5365
Am I subject to this subpart?
This subpart applies to owners or operators of onshore oil and gas facilities that began construction, modification, or reconstruction after August 23, 2011, and on or before September 18, 2015. It covers seven types of affected facilities: gas wells, centrifugal compressors with wet seals, reciprocating compressors, pneumatic controllers (operating above 6 standard cubic feet per hour in production segments), storage vessels with potential VOC emissions equal to or greater than 6 tons per year, equipment within process units, and sweetening units at natural gas processing plants. An affected facility must continue to comply until it begins complying with a more stringent requirement, that applies to the same affected facility, in an approved and effective state or Federal plan implementing subpart OOOOc, or until it modifies or reconstructs after December 6, 2022, and thus becomes subject to subpart OOOOb.
§ 60.5365(b)
This applies to owners or operators of a single centrifugal compressor using wet seals located between the wellhead and the point of custody transfer to the natural gas transmission and storage segment. A centrifugal compressor at a well site, or at an adjacent well site servicing more than one well site, is not an affected facility under this subpart. The compressor must have commenced construction, modification, or reconstruction after August 23, 2011, and on or before September 18, 2015.
§ 60.5365(c)
You are subject to this subpart if you own or operate a single reciprocating compressor located between the wellhead and the point of custody transfer to the natural gas transmission and storage segment, and you commenced construction, modification, or reconstruction of that compressor after August 23, 2011, and on or before September 18, 2015. A reciprocating compressor located at a well site, or at an adjacent well site and servicing more than one well site, is not an affected facility under this subpart. The compressor must continue to comply with this subpart until it begins complying with a more stringent requirement in an approved and effective state or federal plan implementing subpart OOOOc, or until it modifies or reconstructs after December 6, 2022, and becomes subject to subpart OOOOb.
