GENERAL PERMIT 12 (GP12) — Well Production Facilities — GP12 Issuance 1, May 28, 2026

General Permit 12 (GP12) covers well production facilities and sets out applicability, operating conditions, emission and process limitations, control and maintenance requirements, compliance testing, recordkeeping and reporting, and the registration approval process. The permit includes alternative operating scenarios for natural gas-fired and diesel fuel-fired reciprocating internal combustion engines. It also addresses state and federal regulatory requirements and general permit terms and administration.

I.A.

The permit may be used only for oil and gas well production facilities as defined in Regulation Number 7, Part B. Equipment covered is limited to natural gas-fired and diesel-fired reciprocating internal combustion engines; storage tanks for condensate, crude oil, intermediate hydrocarbon liquids, or produced water (with design capacity ≤10,000 barrels per vessel for the first three types); hydrocarbon liquid loading operations; gas venting from separators; fugitive component leak emissions; and Division-approved air pollution control equipment used to reduce emissions below the limits in Section III. The permit also covers routine or predictable emissions from fixed-roof storage tank venting events (such as thief hatch releases during well level measurement, sampling, truck loadout, well unloading, equipment maintenance, repair, decommissioning, and tank hot oil treatments or cleaning), well-related venting events (including liquids unloading, downhole maintenance, workovers, recompletion, restimulation, reperforating, paraffin/scale removal, swabbing, artificial lift installation, surface equipment maintenance, well plugging, bradenhead and casinghead gas venting, and other well-related venting), pigging-related venting (pig launchers and receivers), and routine or predictable blowdowns of facility equipment or piping (including pipeline venting within the facility boundary, compressor and turbine blowdowns, scrubber and strainer blowdowns, facility-wide or equipment shutdowns, blowdown of other equipment such as pipelines, compressor cases or cylinders, manifolds, suction bottles, discharge bottles, vessels, and desiccant dehydration units) -- except that blowdowns where the physical volume between isolation valves is less than 50 cubic feet and not required to be tracked and reported under Regulation Number 7, Part B, Section V.C.2.d. are not required to be reported or permitted in this category. This category does not include emissions at a storage tank not listed in Section I.A.8 or venting emissions from a storage tank prohibited by Regulation Number 7, Part B, Section II.C.2.a.

I.A.3.b.

The permit covers crude oil storage tanks with a design capacity of 10,000 barrels or less per vessel that are used to store crude oil.

I.A.3.c.

The permit covers intermediate hydrocarbon liquid storage tanks with a design capacity of 10,000 barrels or less per vessel.

I.A.7.

The permit covers combustion devices, vapor recovery units, catalysts, or other Division-approved air pollution control equipment used to reduce emissions from the registered emitting activities below the limits in Section III. This applies only to control equipment serving sources already registered under this general permit.
