GENERAL CONSTRUCTION PERMIT — Oil and Gas Industry — Routine or Predictable Gas Venting Emissions — GP11 Issuance 3, July 23, 2025
GP11 is a general construction permit for routine or predictable gas venting emissions from oil and gas industry sources. The permit covers applicability, emission limits, operating terms and conditions, operating and maintenance plans, recordkeeping, monitoring requirements for facilities in Disproportionately Impacted Communities, the registration approval process, and general permit administration.
I.A.
The permit may be used by any oil and gas well production facility or centralized production facility, and its associated wells, that meets all the requirements in Section I and can comply with all permit conditions. The permit covers routine or predictable gas venting from storage tanks (such as thief hatch releases, sampling, truck loadout, tank cleaning), well activities (liquids unloading, workovers, bradenhead venting), pigging operations, and equipment blowdowns (compressors, pipelines, scrubbers, dehydrators), as well as control devices used to reduce those emissions. It does not cover natural gas processing plants, compressor stations, refineries, major sources (with limited exceptions for facilities that registered before certain dates tied to ozone area reclassifications), storage-tank emissions not listed in the permit, storage tank venting emissions prohibited by Regulation 7 Part B, or equipment subject to PSD or nonattainment new source review. Blowdowns from equipment volumes smaller than 50 cubic feet do not need to be reported or permitted under this category.
I.A.1.a.
Fixed-roof storage tank routine or predictable gas venting emissions events that are not separately permitted may register for this permit. This includes releasing emissions through thief hatches, blowdown valves, venting points, or other access points during any routine or predictable activity, such as liquid level measurement, sampling, truck loadout, well unloading, equipment maintenance, repair, or decommissioning. Tank hot oil treatments and other tank cleaning activities are also included.
I.A.1.b.
The permit covers routine or predictable gas venting from wells that isn't already covered by another permit, including liquids unloading, downhole maintenance (workovers, recompletion, restimulation, reperforating, paraffin/scale removal, swabbing, and artificial lift installation), surface equipment maintenance, well plugging, bradenhead gas venting, casinghead gas venting, and similar well-related venting activities.
I.A.1.d.
The permit covers routine or predictable blowdowns of facility equipment or piping that are not already permitted separately, including pipeline venting within the facility boundary, compressor and turbine blowdowns, scrubber and strainer blowdowns, blowdowns from facility-wide or equipment shutdowns, blowdown of pipelines, compressor cases or cylinders, manifolds, suction bottles, discharge bottles, vessels, and desiccant dehydration unit blowdowns. Blowdowns from equipment or piping where the physical volume between isolation valves is less than 50 cubic feet do not need to be reported or permitted under this category.
