GENERAL CONSTRUCTION PERMIT — Oil and Gas — Well Production Facilities (nonattainment areas) — GP10 Issuance 4, July 23, 2025

GP10 Issuance 4 is a general construction permit for oil and gas well production facilities located in nonattainment areas, issued July 23, 2025. The permit covers applicability, operating conditions, emission limits, testing, monitoring, recordkeeping, special monitoring requirements for facilities in Disproportionately Impacted Communities, registration and approval procedures, and general permit administration.

I.A.

The permit covers oil and gas well production facilities (as defined in Regulation Number 7, Part B, Section II.A.) in nonattainment areas. Equipment that may register includes natural gas-fired reciprocating internal combustion engines, storage tanks for condensate/crude oil/intermediate hydrocarbon liquids/produced water, hydrocarbon liquid loading from tanks to trucks, gas venting from separators, fugitive component leaks, natural gas-driven pneumatic controllers and diaphragm pumps, natural gas-fired turbines, certain routine or predictable venting events from fixed-roof tanks (such as thief hatch releases, sampling, truck loadout, well unloading, maintenance, hot oil treatments), well-related routine venting (liquids unloading, downhole maintenance, workovers, bradenhead/casinghead venting), pigging-related venting (pig launchers and receivers), routine blowdowns of facility equipment or piping (compressor/turbine blowdowns, scrubber/strainer blowdowns, shutdown-related blowdowns, pipeline venting within the facility boundary when routine or predictable), and air pollution control equipment used to reduce emissions below the limits in Section III. Blowdowns from equipment or piping where the physical volume between isolation valves is less than 50 cubic feet do not need to be reported or permitted, and the permit does not cover tank emissions not listed in Section I.A.9.a. or venting prohibited by Regulation Number 7, Part B, Section II.C.2.a.

I.A.9.a.

The permit allows registration of routine or predictable venting from fixed-roof storage tanks that isn't covered by a separate permit, including releases through thief hatches, blowdown valves, or other openings during activities like liquid level measurement, sampling, truck loadout, well unloading, equipment maintenance, repair, decommissioning, tank hot oil treatments, or other tank cleaning.

I.A.9.b.

The permit covers well-related routine or predictable gas venting events that don't have their own separate permit, including liquids unloading, downhole maintenance (workovers, recompletion, restimulation, reperforating, paraffin/scale removal, swabbing, artificial lift installation), surface equipment maintenance, well plugging, bradenhead gas venting, casinghead gas venting, and similar routine well-related venting activities.

I.A.9.d.

The permit covers routine or predictable blowdowns of facility equipment or piping that are not separately permitted, including pipeline venting within the facility boundary, compressor and turbine blowdowns, scrubber and strainer blowdowns, blowdowns from facility-wide or equipment shutdowns, blowdown of other equipment (pipelines, compressor case or cylinders, manifolds, suction bottles, discharge bottles, vessels), and desiccant dehydration unit blowdowns. Blowdowns where the physical volume between isolation valves is less than 50 cubic feet are not required to be reported or permitted under this category.
