GENERAL CONSTRUCTION PERMIT — Oil and Gas Industry — Hydrocarbon Liquid Loadout — GP07 Issuance 4, July 23, 2025
GP07 is a general construction permit for hydrocarbon liquid loadout operations in the oil and gas industry, Issuance 4, dated July 23, 2025. The permit covers applicability, operating terms and conditions, alternative operating scenarios, operation and maintenance plans, recordkeeping and reporting, additional requirements for sources in ozone nonattainment areas, monitoring requirements for facilities in Disproportionately Impacted Communities, and general permit administration.
I.A.
The permit covers oil and gas industry owners or operators (exploration and production, non-E&P, midstream, and downstream) who can comply with all operating conditions in Section II and meet all requirements in Section I. It covers hydrocarbon liquid loading operations (including condensate, crude oil, and dual product loading with commingled hydrocarbon and produced water), combustion devices, vapor recovery units, vapor balance, or other Division-approved control equipment used to reduce loading emissions, and such equipment located at a true minor source or synthetic minor source for Operating Permit, New Source Review, and Maximum Achievable Control Technology program applicability, except as provided in I.B., I.C., and I.D.
I.A.3.
The permit covers hydrocarbon liquid loadout equipment (described in Conditions I.A.1 and I.A.2) at facilities that are true minor sources or synthetic minor sources for Operating Permit, New Source Review, and Maximum Achievable Control Technology purposes, subject to the exclusions in Conditions I.B., I.C., and I.D.
I.B.
The permit allows sources that became Title V or existing major sources and submitted a complete GP07 registration before January 27, 2020 (the date the 8-hour Ozone Control Area was reclassified from moderate to serious) to continue operating under this general permit. The 8-hour Ozone Control Area is defined in Regulation Number 7, Part A, Section II.A.1.
I.C.
The permit allows certain sources that became Title V or existing major sources because the 8-hour Ozone Control Area was reclassified from serious to severe to continue operating under GP07, but only if the Division received a complete GP07 registration request before November 3, 2022 (the effective date of Issuance 3). The 8-hour Ozone Control Area is defined in Regulation Number 7, Part A, Section II.A.1.
