GENERAL CONSTRUCTION PERMIT — Oil and Gas Industry — Natural Gas Fired Reciprocating Internal Combustion Engines (RICE) — GP02 Issuance 4, July 23, 2025
This general construction permit (GP02, Issuance 4, July 23, 2025) covers natural gas fired reciprocating internal combustion engines (RICE) in the oil and gas industry. It sets out applicability, emission limits, operating conditions, recordkeeping, reporting, testing, monitoring (including for facilities in Disproportionately Impacted Communities), an engine operating and maintenance plan, alternative operating scenarios for engine replacement, and the registration approval process.
I.A.
The permit applies to natural gas-fired reciprocating internal combustion engines (RICE) at oil & gas stationary sources that meet three requirements: the source is a true minor or synthetic minor for Operating Permits or New Source Review (except as provided in I.B, I.C, and I.D); the source is a true minor or synthetic minor under 40 CFR Part 63 (National Emission Standards for Hazardous Air Pollutants); and the source meets all conditions in Section II.A of the permit.
I.A.1.
The permit applies only to oil & gas sites that are true minor or synthetic minor sources for Operating Permits or New Source Review purposes, unless one of the exceptions in sections I.B, I.C, or I.D applies.
I.A.2.
The permit applies only to oil and gas sites that are true minor or synthetic minor sources under 40 CFR Part 63 (the federal hazardous air pollutant standards).
I.B.
Permit condition I.B. allows sources that became Title V or existing major sources—and whose complete GP02 registration was received by the Division before January 27, 2020 (the date the 8-hour Ozone Control Area was reclassified from moderate to serious)—to continue operating under this general permit. The 8-hour Ozone Control Area is defined in Regulation Number 7, Part A, Section II.A.1.
