APCD General Permit GP01

GENERAL CONSTRUCTION PERMIT — Oil and Gas Industry — Condensate Storage Tank Batteries — GP01 Issuance 6, July 23, 2025

GP01 is a general construction permit for condensate storage tank batteries in the oil and gas industry, issued by the Air Pollution Control Division on July 23, 2025 (Issuance 6). The permit covers applicability, operating terms and conditions, recordkeeping and reporting, alternative operating scenarios, and additional requirements for sources in ozone non-attainment areas and Disproportionately Impacted Communities.

I.A.

The permit covers oil & gas operations (exploration & production, non-E&P, midstream, and downstream) that can meet all operating conditions in Section II and all requirements in Section I. It covers condensate tank batteries (including dual-product tanks with commingled condensate and produced water) made up of one or more tanks each with design capacity ≤10,000 barrels per tank, control equipment (combustion devices, vapor recovery units, or other Division-approved equipment) used to reduce emissions below Section II limits, and such equipment at true minor or synthetic minor sources for Operating Permit, New Source Review, and MACT applicability (subject to exceptions in I.B, I.C, and I.D). On or after the issuance date of Issuance 6 of this general permit, new dual-product storage tanks containing commingled condensate and produced water cannot register for this permit; a new dual-product tank is one not registered to GP01 prior to Issuance 6.

I.A.1.

This permit covers condensate tank batteries (including dual-product tanks holding both condensate and produced water) at oil & gas facilities, where each tank has a design capacity of 10,000 barrels or less. Starting July 23, 2025 (Issuance 6), new dual-product tanks cannot register under GP01; a new dual-product tank is one that was not registered to GP01 before Issuance 6.

I.A.3.

The permit covers equipment listed in Conditions I.A.1 and I.A.2 when that equipment is located at a true minor source or a synthetic minor source for Operating Permit, New Source Review, and Maximum Achievable Control Technology program applicability, subject to the exceptions in Conditions I.B, I.C, and I.D.

I.B.

Sources that became subject to Title V or became an existing major source, and whose complete GP01 registration was received by the Division before January 27, 2020 (the date the 8-hour Ozone Control Area was reclassified from moderate to serious), may continue to operate under this permit. The 8-hour Ozone Control Area is defined in Regulation Number 7, Part A, Section II.A.1.
