This regulation requires owners and operators of certain facilities that directly emit greenhouse gases, as well as retail or wholesale electric service providers, to monitor, keep records of, and report their GHG emissions.

"Anaerobic Process" is a definition. It means a procedure where microorganisms break down organic matter in wastewater, sludge, or other material without oxygen, producing carbon dioxide and methane. Examples include anaerobic reactors, lagoons, sludge digesters, and biogas destruction devices like burners, boilers, turbines, or flares.

"Carbon Dioxide Equivalent" or "CO2e" is a way to express emissions of different greenhouse gases on a common scale by accounting for how much each gas contributes to global warming. You calculate it by multiplying the mass of each greenhouse gas emitted (in metric tons per year) by that gas's global warming potential, then adding up all those values to get a single CO2e number in metric tons per year.

"Counterparty" means a marketer, utility, or other entity that you buy energy from or sell energy to, or a market operator that handles settlement in an organized market.

"Designated Representative" is the person chosen by the owners and operators of a facility or supplier to act on their behalf for purposes of this regulation, as confirmed by the certification statement in Section IV.B.6.
