CONTROL OF EMISSIONS OF OZONE-DEPLETING COMPOUNDS 5 CCR 1001-19

This regulation controls emissions of ozone-depleting compounds in Colorado. It contains sections on definitions, general requirements, registration requirements for stationary appliances and refrigerated food appliances, notification and reporting requirements for air conditioning and refrigeration service facilities, and motor vehicle air conditioning service requirements.

I.G.

A stationary appliance is refrigeration or air-conditioning equipment that uses an ozone-depleting refrigerant, is not portable or part of a building, has compressor motors rated at 100 horsepower or greater, and is not a refrigerated food appliance. For purposes of Regulation No. 15 and registration requirements, a stationary appliance includes one or more compressors plus all piping and hardware needed to operate the system as designed. All configurations may be considered one system if they are connected by a common evaporator, condenser, or air-handling unit, or if compressors are housed in a common framework.

II.A.

Anyone who owns, operates, repairs, maintains, services, or disposes of any appliance or device that contains and uses an ozone-depleting compound as a refrigerant must comply with 40 CFR Part 82 Subpart F as it was in effect on July 1, 1997.

II.B.

Anyone who owns, operates, or works on the repair, maintenance, service, or disposal of motor vehicle air conditioners must comply with 40 CFR Part 82 Subpart B, Sections 82.30, 82.32, 82.34(a) and (d), and 82.42(a) and (b)(1), (2), and (4), in effect July 1, 1997, and 62 Fed. Reg. 68026, in effect January 29, 1998.

II.C.

No owner or operator of a retail store, cold storage warehouse, or commercial or industrial building may intentionally vent or dispose of any ozone-depleting compound refrigerant.
